Florida Safety Net Hospitals Lead Graduate Medical Education Match Rates for Sixth Consecutive Year

Florida’s safety net hospitals continue to set the standard for graduate medical education (GME) training, achieving a 93% match rate in 2025 while representing just 14% of Florida hospitals. According to the Safety Net Hospital Alliance of Florida’s six-year analysis, these teaching institutions matched 1,927 residents—nearly half of the state’s 3,405 total matches—demonstrating sustained excellence in physician training programs.

Safety Net Hospitals Dominate Performance Rankings

The data reveals a consistent pattern of excellence among safety net hospitals. Ten of the state’s highest-performing GME programs in 2025 belong to safety net institutions, with Memorial Health and BayCare both achieving perfect 100% match rates. Mayo Clinic Florida followed closely at 97.4%, while Advent Health reached 96.9%.

This performance reflects both program quality and training capacity. Jackson Health System matched 362 residents in 2025, while UF Health Shands placed 266 physicians—both exceeding the state’s 90.1% average match rate. The healthcare workforce pipeline depends heavily on these institutions’ ability to attract and train future physicians.

Florida’s GME Programs Show Sustained Growth

Statewide GME performance has improved significantly over the past six years. Florida’s overall match rate increased from 85.8% in 2020 to 90.1% in 2025, while total matched positions grew from 2,273 to 3,405. The number of hospitals achieving more than 70 matches with above-average match rates doubled during this period.

According to the Association of American Medical Colleges, teaching hospitals face increasing pressure to expand GME capacity as physician shortages intensify. Florida’s safety net hospitals have responded by maintaining high standards while increasing training slots.

Young Programs Demonstrate Strong Early Performance

Safety net hospitals with newer GME programs continue to outperform other recently funded initiatives. FSU-Lee Health has maintained a 100% match rate since receiving state funding in 2014, while FSU-Sarasota Memorial Health achieved the same performance starting in 2017. Boriquen Health Center reached 100% match rates beginning in 2018.

The data challenges assumptions about program maturity and performance. Several non-safety net hospitals funded as early as 2014 posted match rates below 60%, while newer safety net programs consistently exceeded 90%. This suggests that institutional commitment and healthcare financial management practices influence training quality more than program age.

Four Hospitals Maintain Perfect Six-Year Records

Only five Florida hospitals achieved 100% match rates every year from 2020 through 2025, with four belonging to safety net systems. FSU-Sarasota Memorial matched 136 residents, Orlando Health-Bayfront placed 84 physicians, FSU-Lee Health matched 52, and USF-Johns Hopkins achieved perfect placement for 10 residents.

The Centers for Medicare & Medicaid Services provides GME funding through Medicare reimbursement programs, making match rate performance an important financial metric for teaching hospitals. Consistent placement success indicates both program quality and efficient use of federal training dollars.

Strategic Planning for Healthcare Workforce Development

Florida’s GME performance data offers valuable insights for healthcare organizations considering teaching programs. The consistent excellence of safety net hospitals demonstrates that mission-driven institutions can maintain training quality while serving diverse patient populations.

Healthcare organizations planning workforce development initiatives should evaluate both match rates and institutional capacity. The strongest programs combine clinical excellence with operational effectiveness and strategic resource allocation.
