Major Leadership Shuffle Across Health Insurance Giants
Elevance Health has announced a comprehensive restructuring of its leadership team with six senior appointments across its Health Benefits and Carelon organizations, while simultaneously losing a key executive to competitor CareFirst BlueCross BlueShield. The changes, effective immediately, represent a strategic effort to strengthen operational performance and accelerate growth in the company’s expanding healthcare services portfolio.
Elevance Strengthens Government Business Leadership
The Indianapolis-based insurer has positioned Aimée Dailey as president of Government Business, expanding her responsibilities to include Medicare, Medicaid, Federal Government Solutions, and Group Retiree Solutions. Dailey previously led the company’s Medicare division and brings extensive experience in government program expansion and state partnership development.
Jeff Plante assumes the newly created role of Chief Financial Officer for the Health Benefits segment, moving from his previous position as president of Carelon Insights. This marks the first time Elevance’s health benefits division has designated a separate CFO role, signaling increased financial oversight of the segment serving over 45 million medical members.
Carelon Expansion Drives Executive Appointments
Elevance’s healthcare services division Carelon, launched in 2022, continues its aggressive expansion with four new leadership appointments. Kristy Duffey joins as president of Carelon Health, bringing clinical operations expertise from UnitedHealth’s Optum division where she previously served as chief nursing officer.
Will Feest will serve dual roles as president of Carelon Insights and chief operating officer for Carelon, while William Fleming takes on the newly created position of chief growth and strategy officer. Darrell Oliveira rounds out the appointments as Carelon’s new CFO, joining from North American Life and Health.
The leadership restructuring supports Carelon’s rapid scaling across pharmacy benefits, behavioral health, and value-based care services for over 90 million consumers nationwide.
CareFirst Secures Elevance Executive
CareFirst BlueCross BlueShield announced that Kurt Small, currently president of Medicaid at Elevance Health, will become president and CEO effective May 4. Small brings extensive managed care experience from previous executive roles at Blue Cross Blue Shield Minnesota, Highmark, and Aetna.
The nonprofit insurer serves approximately 3.5 million members across the District of Columbia, Maryland, Northern Virginia, and nationally. Interim president and CEO Ja’Ron Bridges will return to his role as executive vice president and CFO following the transition.
Financial and Strategic Implications
These leadership changes occur as Elevance navigates ongoing medical cost pressures and regulatory scrutiny of its Medicare Advantage operations. The company expects revenue and profits to decline in 2026 but maintains optimism for earnings growth in 2027, largely driven by Carelon’s continued outperformance.
The organizational restructuring aims to improve enterprise efficiency, accelerate decision-making, and better align capabilities between Elevance’s insurance and services divisions. For healthcare organizations, these changes signal continued consolidation and vertical integration trends across the payer-provider landscape.
The appointment of dedicated financial leadership for both Health Benefits and Carelon suggests increased focus on segment-specific performance metrics and accountability as Elevance seeks to optimize margins across its diversified portfolio.
