South Florida Health Plan Adds Maternal Support Services Across 19 Counties

Community Care Plan announced a partnership with Pacify Health in October 2025 to provide doula and lactation services to members across 19 Florida counties. The Sunrise-based health network serves over 160,000 members through various health plans and managed care programs.

The collaboration gives eligible members access to certified doulas and International Board-Certified Lactation Consultants through both in-person visits and virtual consultations. Services include 24/7 lactation support, educational resources and scheduling tools through a mobile app that supports English and Spanish speakers.

The Numbers Behind the Partnership

Florida reported a maternal mortality rate averaging 24.1 deaths per 100,000 live births from 2018 to 2022. The national rate was 18.6 deaths per 100,000 live births in 2023, according to CDC data. The state also saw a slight increase in preterm births reported in 2023 based on the 2024 March of Dimes report.

Research shows doula support is associated with better birth outcomes. A nationwide study involving Florida participants found that individuals receiving doula care were more likely to have lower rates of cesarean births and higher breastfeeding initiation rates. About 6% of births nationwide involve doula support.

Lower cesarean rates typically mean reduced procedure costs and shorter hospital stays. Higher breastfeeding rates often correlate with better infant health outcomes. These factors affect both care quality and financial performance for health plans serving pregnant and postpartum members.

What the Partnership Includes

Community Care Plan was established in 2000 and is jointly owned by Broward Health and Memorial Healthcare System. The organization operates health plans including Florida Healthy Kids, Medicaid, self-insured employee health plans and uninsured programs managed by its third-party administration division, SydCura.

The Pacify Health platform provides access to wraparound maternal health services. Members can connect with providers through the app, access educational content and schedule both virtual and in-person appointments. The program works alongside Community Care Plan’s existing Before Baby & Beyond program.
