Florida House Panel Advances State Health Insurance Exchange Program

The Florida House Health Care Facilities & Systems Subcommittee voted 12-3 to approve HB 141, which would establish the Florida Employee Health Choices Program. The proposal, sponsored by Rep. Taylor Yarkosky, R-Montverde, would create a state-operated online exchange for individual health insurance policies linked to Individual Coverage Health Reimbursement Arrangements, or ICHRAs.
According to HealthCare.gov, ICHRAs allow employers to provide tax-free reimbursements to employees for qualified medical expenses, including monthly premiums and out-of-pocket costs, without offering traditional group health coverage. Employees must maintain their own individual health insurance plans to access these funds.
Yarkosky described the measure as a “free market bill” and suggested Florida should prepare for the coming changes in healthcare policy. “Massive health care changes are absolutely coming,” he said during committee discussion.

The bill aims to address high insurance costs and limited coverage options for businesses and employees across Florida. An identical Senate bill, SB 440, filed by Sen. Tom Leek, R-Ormond Beach, is proposed for consideration during the legislative session beginning in January.
